Obviously they are trying to find her body. The chances of him actually being extradited at a later date is uncertain. They are clearly running the clock. Would be irregular for US to issue passport when DR is holding it and a hearing is scheduled, we will see what call they make.
If all of this happened in Florida, they could not hold him without charging him. And the US does extradite to the DR.

They were mentioned in court likely from direct LE observation, not just video. But can’t prove how he got them.
