So? NP here and a lifelong Virginian. Personal property taxes are collected on the municipal level. Have you ever approved an actual municipal or state budget? Or worked on one. Just because we have had a “surplus” in a few years that allowed some taxpayers to get small checks doesn’t mean there is enough of a surplus to eliminate the personal property taxes in perpetuity. The Commonwealth already allocates $950 million a year to its municipalities to offset personal property taxes (that’s the leftover from Gilmore, the “relief”). The rest of the tax you are billed is with that in mind. Each municipality collects it and uses it for their own budget.
You think every county and city in Virginia can just snap go without that money? You know how much that actually is? Because it’s a multiplier of $950 million.

He did run on it, and then they couldn't go through with it. Hence, we still pay a personal property tax in Virginia.
