They are innocent until proven guilty in a court of law, which this document is the beginning of the process. You don't see anyone on TV saying they are guilty. They are all saying innocent until/unless proven guilty.

That 98-page document wasn't all written yesterday. It's pretty clear that the document was ready for publication and just needed to be approved by a grand jury vote.
