This was an issue in many other countries. DH is Russian and it was quite easy to obtain fake vaccine certificates during Covid.

WHY would someone go through the trouble of getting a fake vaccine certificate? The vaccines were widely available, free, easy to get, harmless, and saved millions upon millions of lives worldwide.
