Skorts are your answer. There are tons of cute skorts that you can wear from the playground to the store to a backyard barbeque. All you need to do is change your shoes. I wear skorts with sleeveless tops all summer long because of their flexibility. You can get super cute ones that won't break the bank from Target and Talbots.
