He’s a fugitive with a track record of violence. Seems a prime case to hurt someone else who stumbles across him.

In a high profile case, they would more than likely make it public so any arresting department would be aware. Think if he ended up out of the country, without that information, he would be let go.

They have evidence that he murdered Gabby, including a dead body, eyewitness accounts of strange behavior, his refusal to assist in finding her, and the fact that he disappeared. There are reasons behind waiting to charge someone that don’t necessarily include lack of evidence.
