He HAD to use his service weapon b/c that's the only gun he would have on his body as he was supposedly going to work. If he used any other gun, the question would be: how did you have time to go to the safe to get your other gun? By using his service weapon, he makes it look like he stumbled across something unexpected and he had to react in a second with the only weapon he had.
The first question is hard to answer.
BB almost certainly fired his IRS issued weapon. However, somewhere around the time of this IRS approved its agents to carry a Personally Owned Weapon(POW). An agent might decide to carry a POW because the approved POW are lighter and easier to conceal. One news article showed a picture of a weapon that appeared to me to be one of the approved POW. Its a fairly safe assumption that the pictured weapon was the one AP fired.
I still go back to the safe that the second gun was reported to be in. It’s very unlikely to me that this is where BB stored his iRS issued weapon. IRS issues agents safes that are easy to use on a daily basis. This safe was on the ground and required a combination to be entered by spinning a dial. Below are instructions on opening a safe like what is pictured:
Spin the dial left (CCW) at least four times and stop on the first number of the combination. The first number should be directly under the opening mark. First number: ________.
Spin the dial right (CW) and stop on the second number the 3rd time the number comes under the opening mark. Second number: ________.
Spin the dial left (CCW) and stop on the third number the 2nd time the number comes under the opening mark. Third number: ________.
Spin the dial right until the dial stops by itself. If the dial does not stop turning, the combination may be incorrect.
Open the safe.
So we’re to believe AP is spinning this dial as CB and JR lay dying and BB is providing instruction to open this safe.

Agree, he is supposed to report all discharges of service weapon and certain interactions with Law Enforcement. It’s not clear what his employment status is currently or at the time following the incident. The matter has likely been referred to TIGTA for investigation. Any information BB provided would be subject to a Kalkines warning. The warning is:
You are being questioned as part of an internal and/or administrative investigation. You will be asked a number of specific questions concerning your official duties, and you must answer these questions to the best of your ability. Failure to answer completely and truthfully may result in disciplinary action, including dismissal. Your answers and any information derived from them may be used against you in administrative proceedings.
