Because it was litigated and settled 60 years ago. It was "on the House floor" decades ago.

This is a good reminder that Israel is willing to kill or sacrifice both its own people as well as Americans, to achieve their strategic objectives. It totally applies to this war as well. USS is just one of the rare examples where they got caught.
