That partnership has been ended when Midwest went to the GA, Michigan Rangers is going solo in ECNL-RL.
Quite a few MW high school age players also left at the announcement to join Hawks & Nationals.

Why is competition all of a sudden good in GA because of a partnership with MLSNext? What club have they added that's a real game changer? Is a McLean or Loudoun (team below NVA) stand alone GA team any better than the SC Surf teams?

ECNL does not equal good.
There are many many abysmal ECNL clubs.
