Preexisting conditions are covered by law in the US.

As a very young person, without a job, he would be covered by Obamacare for next to no money under the ACA.

Pre-existing conditions are covered in the US. It is the law. Anyone without coverage can get Obamacare in the US and all pre-existing conditions are covered.
