Okay but you didn’t remotely engage with what your SIL said. And you can’t “shame” a girl (WTF with the overuse of the word “shame” these days, BTW) for the clothes she’s wearing if you just don’t let her wear those clothes in the first place! I realize this is going to blow your mind, but you are the mother which means you are the decider! Stop abdicating your responsibilities onto your underage daughter, maybe?

DD was body shamed for the last time and now has a cordial, distant relationship with infrequent contact.

This. Majority of bathing suits marketed to teens are this style now. The same thing with crop tops over the past few years. If adults don't want to see teens wearing these, then perhaps adults in the fashion industry should stop making them.
