And again, the Senate is mostly Rs and they follow party line. They are the jury during an impeachment process.

No we believe what Mueller said, we are just pointing out that it wasn't Mueller's job to assist Congress to build a case for impeachment. His job was to investigate Russian collusion and criminal obstruction of justice. He did so with regards to Russian collusion and stated his findings that there was sufficient evidence to find Russian meddling in US elections, but insufficient evidence to find a broader conspiracy involving Trump. However, he failed to do his job with regards to the obstruction investigation, refusing to state whether or not he found sufficient evidence for criminal obstruction. He left it up to the interpretation of others, so don't go crying "this is not what I had in mind" when the interpreting doesn't go your way.
In the end, Mueller tried to be cute with his report. The fact that he did not charge *ANYONE* in Trump's campaign with criminal obstruction even though *THEY* are not immune to prosecution demonstrates that his refusal to come to a decision is based on insufficiency of evidence. So instead of giving Trump a clear win, he decided that he wants to instead transform the report into a roadmap for Congress to seek impeachment.
