I think ROI is really kid- and family-specific, so even if I were into this mode of college selection, I wouldn’t see these lists as helpful.

UVA has been listed no. 1, 2. and 3 for best public university, fighting it out with UCLA and Berkeley in USN&WR. https://news.virginia.edu/content/us-news-lists-uva-among-top-three-public-universities-27th-straight-year. Of course, that's irrelevant for Chicago.

There are many universities in the US, I don't care for or think highly of. I don't spend any time criticizing them because what's the point. Now if on the other hand I was intensely jealous or pissed off with a University for some reason then I would spend a lot of time criticizing it.

Maybe once upon a time but no longer. U. of Chicago isn't even listed here among top ten public and private universities in USA. UVA is no 1 public. https://news.virginia.edu/content/accolades-uva-garners-top-10-national-ranking. The university world has undergone some signifcant changes in just the last few years.
