There is no clear case law precedent to follow so everyone understood that the US Supreme Court would be the one to decide how to interpret the 14th Amendment but SCOTUS couldn’t do that without a case originating somewhere.
The answer should have been Colorado is deciding for Colorado. Arizona is free to make their own decision.
The Constitution applies to every state. The ballot question is for each state to handle according to their rules. The disqualification question is a federal issue, a constitutional question.
