If there are serial repeat offenders that the USAO won't prosecute and which federal judges keep letting go, watch them like a hawk and the second they commit another crime keep throwing them back in front of the USAO and the judges - and PUBLICIZE IT until it gets to be such an embarrassment to the USAO and the judges that they either start solving the issue or resign. I think one of other biggest issues is that MPD gets paralyzed with the idea of "why bother, USAO won't prosecute" and thus don't arrest - instead, make the arrest and make it completely the USAO's fault and shame the USAO for it.

All those who try to deny and minimize genuine safety issues have blood on their hands for delaying an effective response in DC, as Baltimore had done. For 2023, Baltimore had a lower homicide rate than DC, DC is an outlier. One of the things that insulates that status quo are people like the poster above.
