You cannot compare states without looking at the cities. The cities generally set policy. (Illinois is the only STATE to set no cash bail state wide, for example)

Gun ownership requires a lot of time, money and effort there, which is essentially the opposite of US position of no permit reqs, no training and picking a gun up at Walmart with an order of fries.
