The "real" DCC is whatever MCPS says it is. It's just a name.
I think they need to get rid of the DCC all together. I get why they started it but it no longer makes sense. It's basically school choice..and not offering that to all families is inequitable. They either make other consortiums or get rid of the concept period.
Why does it no longer make sense? The geography is part of the reason for the consortium, because there are five high schools situated within a few miles of each other. That is unlikely further upcounty.
Northwest and Seneca Valley are very close. Clarksburg isn't that much further.
Northwest, Seneca, Clarksburg, Poolesville, and Damascus would make sense as a consortium in upcountry.

PHHS is a two hour drive from where I live. Seriously, I could drive to NYC in the time it takes me to get there and back.

Where do you live in Montgomery county where a trip to PHS would take you 2 hours?
I'm recalling the time it took to get there the time I drove. Maybe there was just terrible traffic, but google maps says 1:15 so maybe not as bad. Neverthelss, a school bus goes a lot slower so don't think Global Ecology is a serious option for my kids.

And if that were the case, you clearly don't live in upcounty so this wouldn't be relevant to you. Many people in Clarksburg live half way between Seneca Valley and Poolesville.
Arguably many people in Clarksburg live half way between Seneca Valley and Damascus, but nobody in Clarksburg lives half way between Seneca Valley and Poolesville.

They did the DCC consortium with specialty programs and placed the MS "magnets" at specific schools to attract wealthier families to those schools to balance them out.
But so much has changed in this region since the many decades ago when all this was done that it is no longer meaningful.
The DCC started in ~2005.

The highly sought after magnets at TPMS and Blair go back to the 80s or 90s.
Back to their point a lot has changed, for example, places like Shaw and Logan were daily crime scenes but today are among the most sought after neighborhoods in the city.
