Frederick County Municipal Airport is the second busiest airport in Maryland in terms of operations and, before it got a control tower, it was a lot safer and no one died. My plane is based there and I can tell you this first hand. After they got a control tower, 4 people died and the controller in the tower was a big contributing factor to the accident.
Sorry to say but this was all on the pilot. He had what we pilots like to call, gethomeitis which can be fatal. He never should have attempted that landing at that time, in those conditions, at that airport but instead, diverted to somewhere with better visibility which would be very inconvenient. In hindsight, a lot more convenient than the outcome from his bad choice.
Yes. He should have diverted. It sounds like he was flying in conditions above his capabilities, and should have gone to a different airport and moved the plane “home” later. It’s inconvenient and can be expensive, but it’s always better to be safe than sorry.
Is there another airport nearby? Did he have enough fuel to fly to another location? It was foggy on Sunday in the whole region.

None of which was there when the Airpark was built 60+ years ago.
At what point do you place any blame on the county zoning commission, developers, or homeowners, for choosing to zone/build/live in the flight path of an airport?
