While not illegal to “drive on the road” following anyone is suspicious behavior and harassing and police or ice can absolutely stop you- we don’t know how closely she was following either, if she attempted to stop or slow their travel at any point. It also isn’t illegal for officers to draw their weapons if they are feeling threatened.
There's a reasonableness requirement to feeling threatened and yes "brandishing" a weapon at someone is illegal.
