Yep. As much as DCUM likes to think Indian politics is driven by Hindutva, it actually doesn't work like that on the ground in India. Plus, when India was a Soviet ally, the Congress party was in power.
Not to mention that there is an element of racism in how the US treats India vs how the US treats Israel.
