There is actually common ground on lots of stuff but the party usually sticks with its own, for tactical reasons

This doesn’t make sense to me. An R isn’t going to vote for something they disagree with to spite their party. The bigger risk is the moderate Rs retire and the crazy Rs can’t beat the Ds in upcoming elections.
