The club is no doubt obliged to have a policy as a result of our insane governments (at every level - county, state and federal) who seem to think they are entitled to tell everyone what they can and can't do and bully anyone who stands up to them. If the much more sensible and human coaches ignore them - good. The OP is like someobody running to fetch a cop when he/she sees somebody parked where they shouldn't be - only worse because parking tickets are more morally defensible than this covid tyranny.

Regarding practices - there was also an email in mid-late January specifically allowing inter-team scrimmages for the last portion of practice, as well as scrimmages against external clubs if desired.
You’re making some assumptions about directors not filling out their forms. Is your coach also a director and not filling out a form? Perhaps they coach multiple teams and already filled one out. TeamSnap has also failed multiple times which I’m sure many of us had seen - I’ve had managers hunt me down to make sure I filled out and had submitted it hours beforehand. The club has been cautious and proactive, as it appears many if not all clubs I’ve heard stories about this winter. I’m sure there are always things to improve, but you’re cherry picking and assuming things that are most certainly not accurate for any of my kids teams, not the teams I see on the fields during the week.
