Vivian's issue are easily solved with simple medical interventions, but drugs in the systems cause a lifetime of trouble for adoptive parents. Jesse was a Fed. Prosecutor handling drug charges. If Jesse and Amy adopted kids with drugs in their systems, Amy's career would be over in a heartbeat.
