This is the most stupid noncommittal response ever. Either you are for reclining or not. He just wants passengers to duke it out themselves. If seats can be reclined then passengers may do it if they want. If reclining is not encouraged then just make seats non reclining like Spirit and be done with it. I don’t like Spirit but flew them once and even though seats were small, I knew at least I won’t have anyone literally on my lap, which made my flight somewhat better
This is how it used to be done. You would politely ask the person behind you: "Pardon me. Do you mind if I recline my seat?" 9 times out of 10 the answer would "No problem. Please do."
For the 10% who say "I'm sorry, I've got a baby in my lap (or whatever) and I would prefer that you not recline your seat." Then the person would not recline their seat.
Now everything has to be a stand off and a stare down. Last man standing. It's beyond ridiculous.

DP. Not sure which planes you've been flying on, but I've travelled a fair bit all around the world on several different airlines and in my experience it's usually pretty difficult for the person to use their tray when the seat in front is reclined. And it seems to be getting worse.
