Okay, I'll bite. This is very SUBJECTIVE. One coach that my DC had, well, some people hated and thought was too loud and overbearing during matches. But he was a great coach for my daughter's development and overall knowledge of the game. She personally responded well to his coaching style, a bunch of kids who were on his team left after a few years since they wanted something new (he always put teaching above winning, except in tournaments).
Another coach we had we heard was beloved and a great coach by many, and he was by far the worst coach for DC since his teaching philosophy didn't match up to the level of players his coached, lots of injuries were happening on the team, and there was little to no team-building. He put winning above everything. We had a great record, but morale was so low on the team for the poor players.
Another coach we had we were warned about how "bad" he was had kind of a mixed reputation in the soccer community, and my DC responded well to his coaching style and training tactics, and learned a lot of tactical plays from him.
The best coaches in the area are the ones that advocate for your child, have a complete knowledge of the game of soccer (even off the field), know how to coach sportsmanship and team mentality, and has an open line of communication with the TEAM. I'm probably missing some tips here, but you get the point.

Parents should be able to speak up WHY NOT? PAY-To-PLAYYYY. Some coaches should feel guilty of stealing when they don’t deliver (quality, time management, respect, fairness, etc etc etc).
Yeah, I’d like to see a forum with sort of a black list that include names of the mediocre coaches. This way some of them start changing.
