I checked out that banner, and it appears they all have some kind of gold medal on. So it's likely this is not a "PR campaign" but a picture of a particular set of students who won something.
It's the banner for the entire web site. There's nothing that identifies the students, the school, or the occasion. They are being held out as representative of the whole school system. The message is that either white students aren't wanted or that they are taken for granted.
