What does “until labor obligations are met” mean for bargaining unit?

Also, people hired under remote vacancy job announcements are safe for now.

Not really. Commerce doesn't have a politico in place yet. The career staff acting don't want to touch this.

USPTO does have a Trump lackey in place, but she knows how reliant they are on remote work. She's going to wait for Lutnick to bail her out. And he will, because USPTO is one of the few things this administration wants running.


It sounds like they will try to use some of the remote USPTO centers in Detroit and Dallas. POPA and NTEU may sue b/c of new PAPs.

Patent and Trademark Office (non-bargaining unit employees) have had telework agreements cancelled immediately. Not sure why they bothered with the "exemption" from the overall Commerce policy. They are working on plans to bring remote workers to the office. In most cases, I think, that's not going to happen. People will quit. Which may be the point

Seems like most agencies are fulfilling CBA obligations — the OPM guidance specifically mentions that.

Interesting that USPTO is entirely exempted but I know they are a bit unique.

I read it as situational or ad-hoc for sups. It says terminated except for ad-hoc or situational. That’s a win if you ask me. Ad-hoc means I can be approved if I need to to request something outside the norm like a few hrs etc

For DOL, non-bargaining unit employees in the National Capital area must RTO full time on 2/9. Non-bargaining unit employees outside the National Capital area must RTO full time on 2/23. Guidance is forthcoming for bargaining unit employees and remote workers.
