Lots of theory is covered in graduate programs. Principals need training in practicalities and translating theory into action.

In theory yes, but not all principal developers know how to train others. If they did, and if the evaluation process was accurate, there wouldn't be the large number of supposedly "principal ready" administrators that so many are worried and posting about.
