Yes there are capacity limits, etc. But a lot of the pools operate in residential neighborhoods under zoning special exceptions and the County is the entity that limits the pool membership numbers. Where are you located? Is there another nearby that doesn’t have a waitlist? We’ve been members of ours for 17 years and during that time there has never been anywhere close to a waitlist. We use it a lot and never once had to wait outside to get in either due to capacity.
I'm in NWDC but put my name down at two pools in MoCo because the pool we were supposed to be getting in our neighborhood was canceled. If the pace continues it will be 8 years until the pool we actually want has space, but the backup might be the year after next? Sigh.

(I was unmarried when I joined the waitlist, never added my then-boyfriend to the listing, and months before I got my membership offer I was served divorce papers. So on the bright side I didn’t have to give up the membership?)
