My biggest question is if these 20 kids on mopeds did in fact travel from DC, how come nobody noticed or found it suspicious when a fleet of mopeds travelled 10-15 miles through lower Montgomery County.
As someone who rides motorcycles and associates with various clubs and organizations, we often cannot ride in groups of more than 2 without discovering we have a police escort.

Is it really hard to believe he'd be uncooperative? If I was attacked by criminals because of my own criminal behavior, why the hell would I get police involved knowing that not only would I have caught a beating but now I'm catching charges.

From the Bethesda article:
"Romeril said witnesses described a group of “about 20 juveniles on mopeds” attacking the victim with a blunt object before fleeing. Police said there is no evidence linking the incident to Thomas S. Wootton High School or its students."
It was around lunchtime and there's not much in the area except housing, so it would be odd if the kid wasn't a WHS student.
Why would it be odd?
Why would it be odd for a large group of students gathered during lunchtime two blocks from a high school to not be students of that high school? That would strike me as odd too.
