Parents can decided whether to stay with a club where they have to pay or a club that is free. If you have a club that is free and they are at the bottom of the table, I would rather pay and stay with a winning team. Right now these "free" academy clubs offer little because they know they have a monopoly and can cherry pick players.
Let the best club (pay or free) win and lure the best players.
