I thought that was the point behind this, which PPs seem to be missing. Our Pepco bill nearly doubled, completely unexpectedly. Rates have not doubled, not even close. You should investigate why your bill went up so much. I hear from friends in apartments about various sketchy things the landlords/owners do, and sometimes they even discover that the metering is faulty so they are paying for their neighbors electricity. But Pepco did not double anyone’s rates. Even with the particularly cold winter this year, my bill did not go up very much, and I kept my house at the same temperature as usual.

This also is illegal to shut off if the person has a health issue that requires water or electric etc. this applies to all utilities unless privately owned (a few boroughs have a privately owned utility).
So it is a policy already in effect in a similar form, and just being touted to get votes.

Sure, we already incentivize a significant part of DC's population to not work by giving them free housing, medical care, groceries, and a monthly stipend; we might as well add electricity to that list.
