If it will have to cover all the bases then charcoal or navy. Bright blue is too informal. Black is for funerals.

If you want quality at a decent price you can find decent great deals at Saks off 5th (they occasionally have Samuelson full canvas at that price point) or Nordstrom rack - but you will have to know what you are looking for and know the sizing and then take it elsewhere for tailoring.

For a modern look, decent quality, and an easier experience I would say suit supply. Not Jos A Bank or Men’s warehouse.

All the HS and college boys are wearing the bright blue. That’s what I see everywhere. Gray looks strange now.

Is he going to be easy to fit? I had two kids in college that I needed suits for (family wedding). I was paying as otherwise I knew they'd should up in khakis and golf shirts.

One was a college athlete and had massive thighs/butt and the other just a "regular" build. Athlete I took to Men's Warehouse and had multiple rounds of tailoring done (at the end the manager said we should have just had a custom suit made). I suspected this might happen and why I took him there - I knew there would be folks working there and an onsite tailor.

The other one I took to Macy's and he got one off the rack that just needed the pants hemmed (which I had done at a local tailor bc there was basically no one working at Macys.)

PP. Dark navy blue is out of fashion for younger men right now. My son has a grey suit and a black suit. Every true navy suit he tried on made him look like he was pretending to be a middle-aged dad. I don't like the trendy blues so we didn't go there. In his size, they were too fashion forward. I also didn't want to buy the brown shoes that go with that color blue, etc. I wasn't able to find a nice navy blazer either. We'll wait until he needs more than 2 suits to try again.

I doubt a navy or charcoal suit will ever be out of style.

The point is that due to trends, slim cut dark navy suits are in shorter supply (out of fashion). If you can find them, yes, you can still project a classic look.

Is this for a one off wedding or for job interviews? I would probably insist on gray or navy.

I did a visual survey of the young men around me on my commute and in my building today:

4 medium blue suits (one seemed grayish-blue, but the others were what I'd call royal blue.)
2 med gray
2 navy
1 dark navy or black (hard to tell)

Tailoring was generally slim, but less so than the super-tight "shrunken" look that was popular for awhile.

Macy's. Kenneth Cole Reaction is an ok brand for a nice looking young man's suit. My son has 2.

We never had luck at Men's Wearhouse, Nordstrom's Rack, or J Crew/J Crew Outlet.

Go to the biggest Macy's you can find for maximum size selection.

Also recommend reading up on hem lengths. Men have gotten very fashionable and now there are many options. A trendy tailor may hem pants short and you need a fancy sock and shoe game to be that stylish.

you might have to go a little higher but DS got his suit at Nordstrom (shirt, tie, shoes, etc at Nordstrom Rack). Nordstrom is great at alterations - and will alter again for as long as you own the suit.

If you are willing to go up to $650, the Bonobos jetsetter is excellent. They have all sorts of different sizing and colors. Athletic, slim, etc. He can go to a fit shop in Bethesda or Georgetown and be fit perfectly. You get 20% off your first purchase so that should get you close. Navy or grey for a first suit.
