For employee tuition benefits, the employee should be asking HR or checking the specific terms of their employment contract, not asking college admissions forum.

For admissions, I would guess that yes, child of faculty of grad programs probably counts for a hook, but this might be different for different universities.

Yes, children of faculty are the C in ALDC (Athletes, Legacy, Donor List, Children of Faculty)
