I don’t have this issue with work pants, dresses or skirts (those it is practically damn near impossible to find things lined today, even in many expensive lines). It truly is with the more casual clothing.
I have a smaller waist and a larger behind so I wear pants that fit my behind but that gap in the waist. That’s neither here nor there as far as my question is concerned but just for more context…..for those of you who are saying to buy bigger pants. Um, no, that isn’t the issue.
So, as a fellow hourglass, you need to buy "curvy" fit pants. They have a different waist to hip ratio.
It's honestly pretty unusual that you see underwear lines in jeans (a) at all, given the thick fabric, or (b) in jeans but not slacks. That does suggest a fit issue. I hope you find something that works.

I only wear cotton and never have VPL, but I dont wear leggings. I really think it depends on how tight your clothes are (regular clothes and underwear) and how much of a granny panty you are willing to wear.
The Bali skip skamps PP mentioned come in cotton.
