I met every woman I ever dated in public, including my now wife. Just walk up and apologize for interrupting, and tell them that you thought they were cute and had to shoot your shot. Then make normal conversation about what they / you are up to, and ask for the number / offer to take her out to drinks sometime soon. If you can handle that with confidence, you look decent, and come across as normal and put together you will have as many dates as you want.

99% of men today cannot do that. First many of them suffer from anxiety..And second this could be.controversial and whether fair or not men are not encouraged to approach women in public
And if they do they have to follow a very strict protocol and as result come across either too uptight or a lost kid looking for his way back to mommy.
