DP: This is so unreasonable. Taking Algebra 1 H as a 7th grader is an extra advanced track. Her kid may have wanted to do it. If they get a B, that's not a "bad" grade or anything but it puts them on a track to be taking Calculus their Jr year which might be really challenging. The math classes grow in difficulty pretty quickly. Retaking it in 8th grade may be putting them on a path that is more suitable for them and won't add any stress burden and likely only has positive implications for their future trajectory in college as they are still perceived as being on an advanced track and are more likely to be getting good grades and that retake isn't recorded on their transcript for college. I wish I had done this for my kid who moved from being top in math to not wanting to do it because they felt like they were "bad" at it (only by comparing themselves to others who were also on that advanced track) and it also sucked their time from other classes because they had to work hard at it. We didn't push them into Algebra H in 7th -- they were in AAP, got pass advanced on the SOL and high scores on the IAAT and their 6th grade teacher recommended it, but some of the algebra concepts were just a little more difficult for them to process for them than their peers in the advanced track and it only got harder in HS.
