Because there are many desperate teenage girls who do sex work. especially if they are runaways and have drug issues. I used to work at a restaurant in college and one of my coworkers said how she found out her transient roommate (she used to live in a bad neighborhood) was a teenage prostitute who was supposedly only 13..
The co-worker also looked like she had rough life, she was a young adult but when this was going on it's likely she maybe did some stuff on the side too and had former drug problems.
