Agree. Looks like he spit on the vehicle, not on a person. Even if he did, that act would not deserve 10 bullets. And on that day, he was not being aggressive.
Lastly we don’t know what happened before the filming began, which shows him shouting and spitting on the vehicle.

Showing him as an angry protester a week before makes one wonder whether he was already known to the ICE agents who pounced on him the day he was killed.

None of this justifies his killing.
