How is ICE not acting like a legitimate law enforcement agency? They are upholding the immigration laws Congress passed.

Actually they didn't. The American people have been told repeatedly that the administration would focus on "the worst of the worst," "the violent criminals," and "make America safer." They detained some citizens working at Target in Minneapolis while they were yelling that they were citizens. Multiple ICE agents on top of them and they weren’t resisting.
