If Dog actually did this, it is likely designed to put “heat” or pressure on BL in the hope that he will make mistakes, feel more desperate, etc.

Dog has likely hit a “dead end” in his search, and Brian is safe (for the moment) in his hiring place. Dog is trying to flush him out (which is what hunting dogs do).

The neighbors need to turn on their sprinkler systems, run them all day on low, and get their lawns soaking wet.

If they spray the neighbors with a hose, would that be considered battery? If the answer is no, hire a teenager to man the hose.

No, a bounty hunter can also try to catch a criminal for the reward money (aka bounty). Doesn’t have to be a bond. You’re thinking of a bail bondsman.

Hence the name 'Dog the Bounty Hunter'. That kid is worth about $30,000 in pure cash capture dead or alive at this point. Plus whatever reward fees the community was offering.

That's actually breaking the law. The parents can be charged with obstruction of justice (interfering with a police investigation), concealing human remains, and aiding a fugitive.
