It's going to be more complicated than that. Hogan seems to be suggesting that we'll a gradual reduction of restrictions as we go through the stages. I fully expect, for example, that we'll see libraries reopen with mask requirements and capacity restrictions. And aren't we already doing that with pools in other parts of the state?

Outside of a couple of Silver Spring hospitals, MoCo hospitals have *never* been overwhelmed, even at the height of the pandemic.
