That was true of some charters at the beginning. Remember the infamous "Mama" Anigbo, who had an Afro-centric curriculum charter and had school muscle throw physically assault a reporter from the Washington Times who was digging into reports of personal enrichment?
Other, later charters have been a great success. Look at the Washington Latin school.
