Dolly Parton's "Coat of Many Colors" about kids making fun of a coat that her mother had handmade for her because they were too poor to buy a new one (and that she treasured because it was so special--"I couldn't understand it, for I felt I was rich") used to depress the heck out of me when I was a kid. I remember waking my mom up one night because I couldn't stop crying about it.

I can't say they're the saddest songs of all time, but Uncle Tupelo. The albums No Depression and Still Feel Gone. I don't know. I tried to revisit these albums a couple years ago (in my late 30s), and the lyrics were just too damn sad for me, as an adult. In my early 20s, I felt the songs in a detached way. I thought I knew what it all meant. But now that I'm older, it's actually hard to face.

Country artists really have some great lyrics (when not talking about beer, prisons and tractors).

Zac Brown Band has a couple of hard core tear jerkers, too. Colder Weather and the Highway 20 Ride just tear me up.
