No it is not true. You do need to fill out a form but it's pretty basic as long as you ignore the questions about when/where "mother was presented". I think the main criteria for acceptance, at least for boys, is a pulse and $300.

My kid already goes to Mrs Simpson's and wants to go to our public school for high school. And he's a boy so that Catholic girls school threat would be kind of empty, so what do I have to threaten - that he will be forced to go to Sidwell?

I use it to threaten my son. As in, "if you don't do _______, I'm going to send you to [Capital Cotillion]/[Mrs. Simpson's]." Works like a charm.
