She might not have known ALL of his baggage, but she knew enough of his mess to know that promoting him could be a risky bet. She just thought she was more powerful than she proved to be (likely because she'd seen her white-male predecessors successfully strongarm in this manner) and thought she'd get away with it anyway.

What happened under Jack Smith and Josh Starr was probably ten times worse and the board didn’t want any of that coming out. It’s the only explanation for her departure and silence being worth a million dollars.
