They had a friend over for NYE dinner and he didn't leave until 1:30 am. I suspect a drunken fight ensued and he beat her to death.

That's often what creates the most risk of homicide... the wife trying to leave the marriage. It's the most dangerous time for a woman.
+1. I actually think that's what got Ana killed. She bought the new house in DC, new job, she made all the money, and her friends have reported that she had the kids bedrooms all set up in DC. She told him she was taking the kids to DC with her when he eventually reported to prison as they both knew he would.

Canada. The woman’s sister lives in Canada. And Canada is essentially the same as the USA, just colder. Same culture and language anyway.
Are you thick? Canada is ANOTHER COUNTRY. I'm not saying moving the kids to Canada is impossible, but you can't honestly be so stupid as to think that from a legal guardianship perspective, sending the kids to another country is "essentially the same" as keeping them in the country. You know that they have different laws, different government, different rules for citizenship? Ever heard the phrase "international adoption"? Its not the same as a domestic adoption.
Better than Serbia
There is some reciprocity between Canada and the US when it comes to child and family. Rulings made in US can very reinforced in Canada and vice versa. So I wouldn't rule out Canada at all.
