Putin decides which American gets released, no? I heard that Biden is working on brokering a deal for Wheelan, but Russia considers it a different case. Russia has a lot of say as to who gets released.

I think the Biden administration is pandering for choosing Griner over Whelan. Somehow freeing Griner is a national priority, but Wehlan gets left to rot.
