Just because a landlord does not have a license to rent an apartment does not mean it is unsafe. Just because a landlord has a license to rent an apartment does mean it is safe.

Very true. I see bunch of violations with apartments that have licensed and CoO.

Ok, you shouldn't rent them but at a lot of places I have seen unlicensed properties are very well kept and sometimes landlords don't want to deal with local Govt
