Not the PP, but I think it is the job of the person merging on to the highway to enter the lane safely. This means speeding up or slowing down to do so. Vehicles in the right lane do not need to move left to let you in.

If you can safely do so, you are supposed to move left when approaching an on ramp merge lane so traffic can maintain speed.

There will always be someone faster than you on the road and always someone slower. The way that civilized people handle it is to stay right, pass left.

You don’t have to be “stuck” in either lane. Change lanes, as needed.

I drove a lot this year. To the west coast and back. To Florida and back. I’m a fast driver with a lead foot, so I always notice the left lane hoggers who refuse to move to the right.

These are the people who always refuse to move out of the left lane:
1. African-American drivers, usually an older couple
2. Rural white guys with giant pickup trucks, a Trump sticker, hauling a trailer

Without fail, it was always one of these two categories. It’s uncanny how these trends held true as I drove across the country. I can’t explain it, but it’s uncanny.
